To 2, this is how I created a reseller, as admin.
1. Add reseller. Apply IP as shared server. Only way I could create a reseller.
2. Go to IP Management, assign the reseller to the right IP. If this doesn't work, I use the command line.
3. Then I check reseller again, click on user data, scroll down half way to confirm the IP is right. If not, I use the command line to change this.
4. Return to reseller again, click on modify user, and check set IP is correct.
5. Lastly check DNS to make sure the IP is correct.
This is the only way I can figure it should work -- but it didn't.
