Alma Linux 9 reboot issue

I am running now AL9.6 on 2 DA servers, used to have AL8 before with no issues. After changing the OS (new install) I have same problem on both, on reboot, server does not connect. If I shut it down and then restart, it works normally. I found this issue on the internet reported by many users after upgrade, but could not find a solution. Anybody has one? Thanks.
 
Can you acccess the terminal via offline or KVM remote ?
Maybe it's freeze during reboot due some service might still in-stop processing.

I'm not sure how do you "shut it down", via terminal or force-powerdown from the outside ?.

Either power cut-off or push power button like 10 sec. I have control on local monitor and KB after reboot but no remote connection at all. Looks like connection issue while reboot. At start works fine every time.
 
I have this same issue with one of our test VPS after OS updates (not update from 8 to 9) we had carried out (few weeks ago).
Because it was an test VPS I did not really care but now I see we are not the only one.

VPS panel show's online but server not come up , only after shutdown/powerup.
If I can find some time i will look at it and come back here to share my experiences

Frankly this is the only VPS among all our servers and VPS who had this problem, maybe a combination of OS/Virtualization ?

I searched the net, many are complaining this is happening after upgrade. In my situation both are new installs but problem is the same.

In his case it's dedicated servers as he said.
I encountered this only once with one server. That was after an update but some time ago, not sure if that was a kernel update or both kernel and OS update. After the reboot I could ping the server but he did not came up and SSH connections were refused.
I had it rebooted via the hard reboot option of Hetzner and then it came back online, didn't have any issues since. All our servers are dedicated and running Alma 9.

But this happened with the previous release in any case. So I don't know if this was a kindlike issue or had another cause.
At this moment we're running Alma 9.6 (Sage Margay).
 
Maybe we can compare kernels in case it's a kernal issue @Active8.
At this moment my kernels are: 5.14.0-570.23.1.el9_6
But new packages are ready to install with kernel: 5.14.0-570.24.1.el9_6
 
using 5.14.0-570.24.1.el9_6.x86_64 now but kernel before had the same issue , maybe its the hardware .
All the AL servers using the latest kernel so that is not the issue I think
