Append text to outgoing e-mail

Is it possible to set a text that's appended to the end of each message of e-mails that are send? Because of the new rules in the US each e-mail has got to have a mandatory text, so I would love to enforce it!

Actually, he explained that the statement is too ambiguous to be true on the face of it. It doesn't address who's supposed to add it or what it's supposed to say. He's heard of nothing.
