Assigning a OWNED ip address

I cannot find /see anywhere in the admin cp to assign an owned ip addy, can anyone advise please?

you mean give an IP address to a user?

I should have replied earlier and said that i figured it out, The problem was i couldnt find any thing that actually said Owned IP thats what threw me.... Thanks again
