Big quota errors after user creation

I add a user, and get this message every time again. I can login to the ftp, and then get a disk quota exceeded error. There is 100GB free space in the /home/ and it looks like the account is directly full after adding it??

i already did a quotacheck:

The system isn't able to create /home/frontpage/domains. Perhaps frontpage is a reserved username. Have you tried it with a different username?
