Can't log into any mysql DBs after restore

My VPS went down and I had to rebuild it. Got a new VPS running Alma 8 (backups are from centos7). I restored admin backups, all the accounts appear there, all the databases are there. But I can't log in to any of the DBs. I tried creating a new user and granting permissions to the existing DB and still can't log in. Just says "access denied for user ...(using password:yes)"
Any idea where I should start? I'm at a loss on where to go from here.
 
Update, I CAN connect via the command line using the new user, just not with my client. I use an SSH tunnel for port 3306 so I connect to localhost:3306 on the remote computer and I've been doing this way for some time. I'm getting access denied not a timeout or connection refused so it would seem it's talking to the mysql server just fine.
