That answer is from DA Ticket system. Additional info below:

The problem with "patch" package happened  almost 3 month ago:

`/var/log/dnf.rpm.log:2021-10-04T09:33:17+0000 SUBDEBUG Installed: patch-2.7.6-11.el8.x86_64
/var/log/dnf.rpm.log:2023-08-04T12:36:39+0200 SUBDEBUG Erase: patch-2.7.6-11.el8.x86_64
/var/log/dnf.rpm.log:2023-10-26T14:37:28+0200 SUBDEBUG Installed: patch-2.7.6-11.el8.x86_64

It looks somebody or something deleted it from your server. Today it was installed again.

That sounds logic as answer from DA as the patch package is always installed by default.
