The alphanumeric code, for english (for example) is "en".
It depends on who wrote the skin... its the name of the directory for the language.

I've, now a few years later, exaclty the same problem, but setting the reseller to fr is not the solution :s. Also setting the directadmin.conf language to fr doe'snt work.

New users got an English interface.

Reseller Level -> Manage User Packages -> Select a package -> Language: select the language you want be default for new accounts with that package.
