Default nameservers when clients purchase a domain and no hosting?

Hi guys,
So we have WHMCS setup to purchase domains and hosting, then we have a DirectAdmin server with some custom nameservers. However, when a customer purchases a domain from us, but no hosting, the default nameserver is still our DirectAdmin server, but because it does not resolve since the server doesnt have an active hosting account, the domain is locked.

How can I make it like with other hosts, when I purchase a domain, I have default nameservers still and then the domain just has a placeholder page like "This domain was purchased at xxx"

You could create a DNS-only Directadmin user package with a few MB of disk space, and a static page in the public_html.
