default popaccount with catchall

Hi,

Is it possible to turn a catchall on for every new user created so that the cathcall goes to the new pop account of the new user?

Yes, you can run a post creation shell (search these forums). However it's a bad idea and will result in huge amounts of spam via dictionary attacks against the domain.
