So, Personal PLUS DA License will allow you to migrate 1 cPanel user for tests (because you can have main default user which is "admin" in the most cases + 1 more regular DA user).
If you need to migrate more cPanel users for tests, you can use Lite DA License - it allows you to have up to 10 DA users with 50 domains.
