Disable (default) SSH access for new users

How can I disable SSH access for new users? I know that I can check a box, but I want it default disabled.
Can I also restrict this for resellers?

Disable SSH in your hosting packages.
SSH can be disabled and for resellers. Modify reseller's packs.
