Maybe they didn't like your answer to them, and its known that some country s are marked as spammers.
Yeah I know its not fair but this is sadly how it works

We are using Hetzner Dedicated servers and we have no issues with mail.
It's quite logic that they won't open the Cloud services, because they had a lot of problems with spammers and vps are not expensive.
So you probably will have port 25 open if you rent a real dedicated server.

As for your question, they are from cheap on the server auction to expensive on the other options.
We like to have some support on the servers so we mostly don't use the auction, but sometimes the server finder.
Have a look at their site at the EX and AX lines if you don't want it too expensive. Then on the AX line you can also change to "storage" which makes the server a bit less quick (because no SSD) but you got big sata harddisks.
We don't use SSD, these servers we got are quick enough we got them several years ago for cheap with i7-7700 and 64 GB ram with 2x4TB and another with 2x3TB disk space.
I see they offer less servers in the list than 2 years ago. But you should have a decent server for around 40-70 euro's a month, including vat. Depending on your requirements.
Don't forget to check the server finder, but check (or ask them) if it has support or not if you find a good one.
