Email quotas not being enforced.

I'm under the impression that by setting a size limit when creating an email user, that once that limit is reached, email will bounce, whatever.

Yet we've seen at least one client who's complained that it's not working. Has limits say of 5mb, but has some users with 15-20mb of mail in the boxes.

I am seeing this too. Whats really strange is on some accounts the quotas work and others not.
