Failed to login into my newly created ftp account

I believe I followed the instructions correctly in the help page regarding setting ftp accounts.

However - I keep getting :
Response: 530 User cannot log in.
Error: Critical error
Error: Could not connect to server.

I think that the instruction in the help file example is too vague.
Can anyone give me a precise example with the full names to be defined?

Error: Could not connect to server means you're not using the correct URL, your server's FTP daemon isn't running, or you're firewalled from using FTP, either at your end of the connection or your server.

Shell into your server and see if you can login through localhost. Make sure firewalls aren't blocking FTP access.
