Well, vBulletin allows sub-forum as well. And that's also a good way to separate stuff. 
I think that another major problem is that we lack of active staff on this board, and the end result is... they don't even know how messy their board is!! There's one (and only one?) admin ProHacker? I don't think I see him around often. :/
Heck I would agree to a little-to-none salary just to fix the board up a little bit.
