FTP Management menu item missing for users

I don't see this option under a user's Account Manager menu while using the Evolution skin.
 
The menu item isn't available under any skin. It used to be there, but it has been a while since anyone required it. Is there a setting I need to enable?
 
This is not a new installation - the same server has been running for close to a decade. This behavior is for all standard users, except admin. I checked the settings in the user packages and they all have FTP Accounts set to 10 (i.e. 1 or more).

Just confirmed there are no reseller limits overused.

FYI: Just checked a server with the exact same specs (OS/DA hash), no issues here.
 
try to create new user with custom template without FTP limits and check is all ok with it?
 
This is odd. I modified an affected user, only to discover that although their default user package is set up correctly, their individual setting for FTP Accounts was set to 0. After modifying the user, the menu item is now available. Is there a way to reassign the user package to users by script?
 
Found it. I'll just check the /usr/local/directadmin/data/users/*/user.conf for the ftp value and reset it.
 
Only about 30 users were affected. Elusive problem. Can a user modify this value themselves?
 
no, user can't, but if user use some package (not custom) if you modify this package - all users which using it will we updated.
