FTP not working . any advice why?

well i am new on DA

but ftp don't work.
when i try to log in to ftp using ip it show connection refused.

i checked services anf proftp is up.

# /etc/init.d/proftpd restart

and see if it helps.

Also check for any firewall running on your server.
