ftp really slow

Please help, ftp is soooo slow for everyone. Even me and I'm on the network.
It takes hours to upload 15mb and it shouldn't be like this

I haven't done anything with the ftp portion and have restarted many many times.
I have a 1mbit connection and it works that fast on my old server so I don't know why the speed is only like 1k.

Please help

Some more info.

I did a clean reinstall of the whole OS. (freebsd4.9)
and it worked much faster for about 5 minutes but then it slowed back down to the pace it was before. I know its not the connection because another server on the same network will transfer file X in 5min but it takes me 1 hour to put it on this one.
Also, its only slow uploading. If I try downloading its just as fast as the other server...
and on the main console those no module erros come up only when someone is connected to ftp.

Here some system specs if they'd help any

freebsd 4.9
1.6ghz p4
386mb ram
160gb storage (western digitals)
1mbit connection

Hello,

I'm not too sure. The fact that the download is fast while the upload is slow is a bit odd..
