Have a problem with skins install

Hello,
My name is guy.

I am trying to upgrade my server security.
I saw that users can make their own skins and can upload/install it into Directadmin panel.
They have made a folder named skins and uploaded their skin into it.

I just want to know how can I cancel that option - upload your own skin and install it.
