Hotmail can not send email to my server

There are few domain on my server, we can send email out, gmail and yahoo can send to us.
The only problem is hotmail, seems hotmail can not send email to our server.

Is it about the DNS problem or mail server problem?
I search the log but seems it don't even have any log about those email. But hotmail does send me some Delivery Status Notification email

it said something like this

"

Anything I could do or some tips that I could trace?
 
There's no Reversed DNS (PTR) for the IP(s)..... That might be a reason.

So, should I ask the data center where I put my server there to help me apply the Reversed DNS or I can setup by myself ?
Cause I saw some web site said need to ask the ISP to setup Reversed DNS but the internet connections of my server is provided by the data center, so I need to ask them ?
 
Some hosting providers let you set them up via their client section (where you pay invoices), but I'd ask them if it's an option to set rDNS......

Note: It might not be a rDNS issue, but I hear it's best to have them set when dealing with mail.

I will ask them see how much they charge and see if we could apply.
