How can I limit amount of emails that send to Hotmail.com.

I have problem sending mail to Hotmail.com. I have set a limit of 300 each user. This could not help because some users keep sending only to Hotmail.com. This can bring my server to a blacklist. So, is there any modification that I can do in order to limit number of emails that send to Hotmail.com for specific user or domain.

I don't recall any ready solution from these forums, so you are free to write your own using /etc/exim.pl and /etc/exim.conf
