how to block mail for all server?

Hello, sorry about my English.

I was wonder if there is an option that i can block mail address for all users in my server.

I have a list of spamers mail and i want to have mail_blacklist like in directadmin - admin tools - file editor - ip_blacklist

That has not much use. You can better block the ip of the spammer.
If you block an email address. They will just use another one.

I'm not sure that this can help because more than one user can go to the net from the same real ip.
