How to configure daily email limit

I want to configure Daily limit per E-mail Account, i can configure via admin in global setting but i want to configure is possible per email account if not possible per user.

I tried to follow this


and this.


But not working or maybe is not what i looking for, when i go to email account i see limit is set in admin area.

How i can daily limit send email per email account or account ignoring global setting.
