How to disable Mail Queue?

i found that when user sending mail to some mailbox. the mail will be return back and put it in the Mail Queue. Mail Queue will re-send after that.

may i know how to disable this function?

it always make my mail server down.

The mail queue is an integral part of exim. You can probably find documentation for exim at http://www.exim.org/ .
