how to filter all email on all the domains hosted on our server at the admin level?

Is there any way to filter all email on all the domains hosted on our server at the admin level instead of user level?

spamassasin or mailscanner might be capable of this, however I am not sure if it has the capability to limit this on a per-domain basis.
