HOW TO: Get a subdomain up.

I need to know how to make a subdomain for my IRC chat thing. I got FTP but i dont know how to make an index.html thing for it and make it show up when i go to the url it is located at. now t says "page cannot be found". HELP MEEE, lol. and the answer is no, you cant have my password and login info.

Are you a systems administrator with root access?

Or are you just a single domain owner?
