html extension block does not work

Hello, I wanted to report a problem that has arisen recently and that I do not understand how it can happen.

Some time ago I added the .html and .htm extensions among those to be blocked in /etc/system_filter.exim, actually if I try from an external address to send an email with an .html attachment to one of the addresses on the server this is blocked. However in the last few days I continue to receive fake mails from DHL or Adobe containing .html and .htm attachments that somehow be able to pass the filter, I wonder how it is possible that my attempts are correctly blocked and these not? Have they found a way, and I don't know how, to get around the control?

I haven't tried yet, but I've seen that there is also the option to put extensions in the /etc/exim.easy_spam_fighter/check_mime.conf file, but of course every time I run ./build eximconf, they get overwritten. Is there a way to prevent this from happening so that I can also try this route for blocking .html and .htm extensions?
