My I lP address is blacklisted how can remove it

Having that said, you are either blocked in csf/lfd firewall or in the /usr/local/directadmin/data/admin/ip_blacklist file.
You have to login via SSH, if needed via vpn, deblock your ip, remove it from the blacklist file and add it to csf whitelist and create an ip_whitelist file with your ip in the directory mentioned.

www.domain.app uses HTTP Strict Transport Security (HSTS), and a secure connection is required to access it. You cannot add an exception to visit this site.

The problem probably stems from the website, so you can't do anything about it. You can report it to the people who administer the site.
 
Looks like the domain.app is having some HSTS setting in apache or in .htaccess but the site itself does not have an SSL certificate (yet).
So you have to create an SSL certificate for the www.domain.app domain. Or remove the HSTS setting.
The problem is that I have just added a new IP to my server that I configured via DA.

Then via my domain recorder I made the redirection via this new IP.

Then I configured the domain with activations, php, ssl, mysql, etc..

The problem is that when I connect to my site using ssl, I get this error message.

That's why I'm asking you why.
 
Well it can take some time to resolve. So still wondering if the domain as a new SSL certificat.

You can look it up at https://crt.sh and check if the domain has an ssl certificate on the new ip.
 
Good news

I found, thanks to the intervention of my friend @Richard G is the support of directadmin.

The solution is to assign a new IP to a domain that works only as a reseller.
