How do i assign the ip's to the reseller before i create the reseller????

You should have at least one shared IP (the server IP) and when you create the reseller you should be able to select this.

Then can i change it to its own dedicated ip? and have the reseller have their own nameservers?

Yes. you have to assign the new IP first through the admin control panel, and then through the reseller control panel to the user.
