Does anyone know what this error is when trying to restore a converted cpanel backup file into DA?

Not sure about this

the message seems to tell you that the ip assigned to the user doesn't exists on the current server.

for example, may be the user on cpanel server is assigned to the ip address 10.0.0.1. Now your move this user to directadmin and try to restore this user in directadmin, but your directadmn server do not have an ip address 10.0.0.1 assigned on any of its interface or reseller so you got that message.

May be when you do the restore, you should choose to assign a new ip to the user instead of using the ip in the backup.

The above is completely 100% Guess since I have never use Cpanel
