I have 15 legacy lifetime licenses.

I’m going to be migrating my servers to AWS soon and want to start using modern DA licenses.

Are my lifetime licenses useless or can they be upgraded? I saw that they could in the past, but I know there have been several changes.

If they are useless, what is the discount for 15?

Also, will the updated DA be 100% compatible with the version I’m using now? I will need to backup sites on the old VMs and restore them on the new. My legacy servers are running the latest DA version.

That depends. If they are full external lifetime licenses which were sold for $ 299,- then they can be upgraded. I'm not sure if this also goes for the vps licenses which seem to be out there. I also don't know if internal licenses can be upgrade, but maybe.
Upgrade means 15/month and then they will be changed to full modern licenses. However, no pause option. Once a month not paid on an upgraded license then the discount price is lost.

Will they be useless in the current (legacy) state? At a certain point yes. The latest mariaDB you can use is 10.6 which will be EOL next year. Also newest OS systems like RHEL10 and alike and Ubuntu 24.x can not be used. Seen this will they will become useless at a certain point, at least of you want to keep things up to date.

What do you mean by this? Or is this what I just explained? If you think you can get an extra discount for converting 15 licenses at once, I doubt it, but best you contact DA sales for that question directly.

If you run a DA 1.678 now on legacy there is no difference with a "normal" 1.678 version. Only difference is that the modern license have several more features and can work on newer OS systems, can use more modern MariaDB like 10.11 for example.
You can choose to install those on the new VM's the same as you have the current ones, at least if you're running current version of DA, and then backup and restore.

If you use a very old OS with your current licenses with for example PHP 5.3 then if I'm correct, that is not supported anymore.
But if you use current things, it's compatible.
You didn't mention what the old VM's are running now so hard to say if it's 100% compatible or not.
