Limit sent emails from mail() php function

I there,

Anyone knows how to limit the number of emails sent by the php mail() function?

I'm dealing with a problem off bad from to mail design options, that allows spammer to exploit and use, is there any way to prevent this to happen from my servers?

Its an hosting server, and has no control over clients code.
