Note: our other server (that is still working) runs criu version 3.13-6.el7

criu-lve-3.13-10.el7.x86_64 seems incompatible with the mod_lsapi installaction

This fixed it for me:
manually installed known working version (3.13-6) of criu lve dependencies

yum remove criu* crit* -y
yum install python-criu-lve-3.13-6.el7.x86_64 criu-lve-devel-3.13-6.el7.x86_64 crit-lve-3.13-6.el7.x86_64 -y
sudo rpm -ivh --force /usr/share/lve/da_lsapi//liblsapi-1.1-73.el7.cloudlinux.x86_64.rpm
sudo rpm -ivh --force /usr/share/lve/da_lsapi//liblsapi-devel-1.1-73.el7.cloudlinux.x86_64.rpm
systemctl restart httpd
