Modsecurity problem

I noticed that I have a problem with the modsecurity module. Namely, for different requests and different ip numbers, it gives the same rule number. In addition, the module blocks server ip requests. First time I see something like this. Has anyone encountered this yet?

I tried rebuilding the modsecurity and litespeed modules, but it's still the same.
