Named connection refused?

I'm having problems with setting up DNS, even though i'm using directadmin for like 3 years and i've done like a 100 installs - it still manages to find something i dont know :)

The services are all started. Main IP is on eth0 and secondary on eth1. When i try to check DNS health of a domain i get this result:

Error: REFUSED

INFO: Domenski strežnik ns2.domain.org zavrača UDP poizvedbe na portu 53

Which basicly means that dns server refuses UDP on port 53. I have no firewall so i have no idea whats blocking the port. I've checked logs, doesnt seem anything strange. What could it be? None of the dns works, not even ns1.
 
Oh, the host is Debian linux 5.x

I also noticed this while restarting:

Stopping domain name service...: bind9rndc: connect failed: 127.0.0.1#953: connection refused

Seems bind is started?
 
seems yes, but what os you using? what ip is? should be that your provider/housing is not blocking the port?

With some more information me or someone else should investigate more deeply ^^
