Need to Unlock Web Site

I'm trying to unlock my web site so I can switch to a different hosting company but I don't see anywhere that the option is available like in other admins that I have used before.

I can't get ever get a hold of, or get a response from my hosting company (the reason I am switching) but I can't complete the transfer until I unlock my site.

Please help!

If your site has been suspended by your hosting company - they will need to release it before you can get at it... it's not something you can do
