New Folder still get filling after limit the emails per day

Hi,
I have accounts with limit of 5 Emails per day / account
but the "NEW" email folder is still Filling with messages up to few Gigabytes
how it's possible if there is a limit?

also, I have limit for 100 Emails / day for each account but server is entered from time to time to blacklists
in my opinion it's too mach times for this limit, and it's look like more spam emails than limit are going out and adding the servers to blacklists

"new" folder is used for incoming, not outgoing mails, so the limit is not applied. The limit is configured for outgoing emails only.

so I belive it's filling with Rejects, now 2 questions:
1. any options / suggestion to limit this?
2. any option to disable / remove the default account for existing DA Users?
