Other threads say I would find the httpd.conf file in /usr/local/directadmin/data/users/username/httpd.con or /etc/httpd/conf/ but it is not there. Do I need to install httpd? Trouble is I don't know how to log in as the root. In the end I'm just trying to get .py files to run as cgi scripts under domains/MY-URL/public_html/cgi-bin

you will have this confs if you use Apache, if you use nginx-only - there will be nginx.conf.
if you use nginx_apache - you will have both

Do you use Directadmin or ???
The flavors you have:

NGIX
APACHE
NGIX_APACHE
LITESPEELD
OPENLIGHTSPEED

If you use Directadmin one of these should be enabled, see Custombuild --> Options --> scroll all the way down to webserver

If you use Directadmin and just ran the setup, then wait until you get a message in de system messages that all background tasks are finished.
Don't go configure things until you had that message.

If you are not on Directadmin, then you are on the wrong forum for support.

I use DirectAdmin through InterServer. Do I need to run the setup? I have no idea where to access Custombuild. There is no element called Custombuild. I also cannot do ./build in the terminal as it says there is not directory with that name.

I use DirectAdmin through InterServer.
In that case you are a hosting customer or have a managed server/vps it seems. Not an admin or Directadmin license holder. You need to contact your host for support.
This is why this forum is not intended for hosting customers, as often things must be fixed in the underlying system as to where the customers don't have access to.

As admin you should have full root access to your server/vps. So if you can already login to Directadmin via interserver, then they are providing Directadmin for you and you have to ask them for support.
