I configured my mail settings as prescribed, outgoing mail via my own ISP is working fine but incoming mail is not working. For incoming mail I used POP3 mail.sandwichman.net (my domain is sandwichman.net). When I test my mail settings in outlook when I configure the email addresses everything seems to be working fine, no errors. But no incoming mails are received when I test my account ????

You need to contact your hosting provider. We don't have enough information about your server environment to help you.
If you're the administrator of a hosting server running DirectAdmin, then you need to check your logs to see whether or not your email is being delviered, and then you need to check to see if in fact it's actually being delivered.
