overselling

Admin Level -> Admin Settings.
There is a checkbox that says:
Suspend a Reseller and his Users when the Reseller goes over his Bandwidth limit
Uncheck it and save.

There are two overselling options. One at the package level and one at the administrative level. What are the differences? What does the one at the administrative level do? Why 2?
