php smtp mail from an external server of other domain

Hello,
I can't send from a form by phpmailer from an external email of external other domain.
Do I have to enable something?
How may I test if it is correctly running?
Mail from the same domain with mail() are running.

Centos 7
Php 7.3

Is this via smtp or mail(), if the latter, I think it'll fail......
