the DNS Control is ON.
the user can only control the DNS for the main domain, not for the pointers...

I believe that's a limitation of DirectAdmin; I'm sorry I originally misread your question.

Users can control DNS for pointers. As a user, look under "Advanced Features", there you click on "Domain Pointers", and then under the column "DNS" you click on "Manage".

Thanks, Ditto. I was mistaken. I don't use pointers often enough to have experience with that, and of course without pointers I didn't see the link. I should have noticed the empty field and tried, but I didn't. I'm sorry if my shortcut wasted anyone's time.

By default Directadmin does not have it as a feature, but you might want to write a plugin (or get someone who would write it for you) for the purposes.
