questions about virtual dns feature

I was aware that setting up DNS required dedicated IPs. Now I find this feature/option... inside reseller->name server management, that seems to allow to create dns servers over already assigned ips.

Now I am bit confused, can somebody explain it a bit further?
 
It's actually simple once you understand it.

A nameserver assignment requires an IP#.

It does not require that the IP# not be used by anything else.

Now, here's the problem...

Even though you've got IP#s assigned to your server, the server doesn't automatically "listen" on them. DA sets up your server to listen on IP#s when you either assign IP#s to nameservers, or when you assign IP#s to websites.

And you have to announce nameservers running on IP#s that your server is listening on.

I hope this makes sense.
