redirect .htaccess gets permissions 600

Since 2 updates ago whenever a user tries to make a redirect the .htaccess file that gets created is only readable/writable for the user, nothing for group, nothing for other (600).

Apache then ofcourse says the website cannot be displayed because it cannot read the .htaccess.
