Refreshing to see website

A problem has "popped up" as of late that I do not know how to fix. Some times in order to get my forums up, or to see a webpage, I have to refresh the site several times. I get an error mesage that says " Webpage could not be found. Check the name and try again." The problem is getting worse. Could some one suggest a solution?

What is server load like?
No partitions filling/full? (such as var etc.)

If most of the scripts are php/mysql you might try installing a php optimizer such as eAccelerator.
