That probably will take a lot more. You also have to have SPF records and it would be a good thing to use DKIM too.
VPS ip's often change so they often will get on the grey- or blacklist of Microsoft.
It can take some mailing to get of the blacklist and it can take some time. I hope you succeed soon.

Yep, also if you get a 10/10 score on mail-tester.com that is a good indication.
However, no guarantee's ever with Microsoft. Got one server of the grey list last year, had not a single report via either abuse, SNDS or JMRP (from Microsoft) and it's on the greylist again.
 
Seems it was an IP range which was blocked.. but anyway good to have the reverse DNS.
 
They do that sometimes too and it's bad luck when you fall into that range. Indeed still good it made you have a rDNS now and nice to hear you are unblocked.
