The feature talks about Enhanced skin. But I don't see anything on Evo. Where should I be looking?
If rspamd has been installed using CustomBuild, without any customizations to ports/socket paths (as it needs to find the socket) - it should be shown on admin level 
Try re-building rspamd if it isn't shown there.

yum remove rspamd
then
./build rspamd
then looked in Plugin section and Mail Queue section
There is no GUI screen just a blank.

Same here, but a workaround if you still need to access into the rspamd native UI, you do through custom link:
Go to Customize Evolution Skin -> Extra Features -> Add Entry (Add Link):
For URL put this: CMD_RSPAMD_SOCK
For the name: Rspamd UI
Icon: plugin-manager
Now you can see the icon.
Or I think you can just reset your menu to the default setting to see the hidden menu.
