SMTP Error: Recipient not accepted. Verify your relay rules

I and Mike at Hivelocity have tried everything. we cannot figure out what is wrong?

from one email on server to another email domain on server

same from my hotmail account. Nothing gets through and nothing gets sent.

Exim config is standard from install other then adding spamassassin and uncommenting file. this was all happening well before i installed spam assassin. spam assassin actually made the error 451 in outlook stop! the error above is in webmail.

I had to do a peice by peice reinstall and migration into CentOS from Redhat9 because HD died or Redhat kernel, not sure, but anyway everything works except this.

any suggestions. oh and its a brand new install so its Exim 4

forgot to add domains on server to domains and domainowners in etc/virtual
