"SSH Access" option not present in Modify User?

I'm trying to give a user SSH access, but can't find an option to enable this.

* Admin Using Evolution skin, DirectAdmin v1.669
* Selecting the user from List Acccounts:
  • The "Account Info" tab correctly says "Shell Access (SSH)"=disabled (and we have some other users on the server that have it enabled).
  • The "Modify" tab does not mention anything SSH related, nor shell related. But it does show the "Jailed" option.
  • User has a package in effect, but Manage User Packages does not mention anything SSH related either, except for the "Jailed" option.
Any clue how to get "SSH Access" back in the interface?
 
Please make sure the reseller and package which is assigned to this user have SSH enabled as well.

That's the thing... I can't do that in the package interface, because there is no SSH option in the package manager.
The reseller package has SSH enabled and it shows in the interface. But any non-reseller (Admin) user packages don't have the option to configure SSH in the interface.

Even when I click "Add Package" to create a new one, there is no option to toggle SSH:

Only SSH or also SSH for users? Because for resellers to be able to give SSH to users, that should also be enabled.
Resellers can manage SSH for their users just fine.

The issue I'm having is that while being logged in as the Admin user, I can't give SSH to any users. Neither to users from resellers (that their respective resellers can manage SSH for just fine), nor to my own created (by Admin) users.
